Construction control

The function of building control is to ensure the quality, reliability, safety and durability of facilities through regulated and continuous monitoring of all stages of their construction, reconstruction and overhaul. The task is carried out throughout the construction period in accordance with the legislation of the Russian Federation. The service includes:

• Input control of working documentation of construction objects with fixing the results in the electronic document management system
• Verification of the performance of control measures by the contractor and documentation of the results of incoming control of building materials, products, structures and equipment with fixing the results in the electronic quality control system
• Checking the correctness of the documentation by the contractor of the results of control measures of operational control during the construction of the facility with fixing the results in the electronic quality control system
• Examination by the customer of hidden works and intermediate acceptance of erected building structures and sections of engineering and technical support networks that affect safety during the construction of the facility
• Geodetic control of the reliability of the results provided by the contractor
• Measurement control of geometric and strength parameters of structures
• Monitoring compliance by the contractor with general requirements for labor protection and safety at the construction site
• Acceptance by the customer (as part of commissions) of completed types (stages) of work and the completed construction of the facility
• Accounting and confirmation of the volume of work performed by the contractor
• Verification of the elimination by the contractor of comments and deviations from the norms and the project identified in the process of construction control.

CONSTRUCTION CONTROL IS PERFORMED BY THE CONTRACTOR (GENERAL CONTRACTOR) AND THE CUSTOMER (DEVELOPER). THE SECOND HAS THE RIGHT TO INVOLVE A PROFESSIONAL ORGANIZATION AUTHORIZED BY THEM. IF A LEGAL ENTITY IS INVOLVED, THE TERM TECHNICAL CUSTOMER IS USED.

Spectrum is a member of an authorized self-regulatory organization and has all the necessary permits to provide construction control services, including those for especially dangerous and technologically complex facilities. 10 of our specialists are members of the National Register of Professionals (NRC), the team of each construction site where we provide construction supervision services has at least two members of the NRC. Our company meets the strict requirements for the composition of construction control, professionalism and work experience of employees.

Contacting an independent construction control contractor or an independent technical customer at the construction planning stage is the best solution that allows you to build a quality management system for future construction in the project from the very beginning.

At the first stage, we study the project, terms of reference and conclude an agreement, prescribing the rights and obligations between us and the Customer, as well as the timing of the work.

As part of the system setting of construction control on the project, we perform a number of procedures:

• Studying the approved project documentation;
• Analysis of the developed working documentation;
• Ensuring the correctness of the stakeout of the axes of the capital construction object;
• Tracking the fulfillment by the contractor of the requirements for compliance with the rules for warehousing and storage of used structures and materials;
• Input control of building materials and equipment received at the site;
• Constant monitoring of the execution by the contractor of the declared terms of work, the sequence and composition of technological operations for the construction of capital construction facilities;
• Verification and confirmation of the scope of work performed;
• Monitoring the availability and correctness of the contractor's executive documentation.

Proper organization of construction control provides the Customer with important information about the status of the project in real time. It is this information that makes it possible to carry out uninterrupted financing of the construction, evaluate the volumes of work actually performed and negotiate the validity of the requirements of the Contractors for payment of additional work or changes, if any.

If defects in the working documentation, construction deficiencies, deviations from the decisions of the documentation approved for the production of work are identified, the construction control team immediately fixes, draws up instructions for making amendments, and controls the elimination of deficiencies.

Building materials and structures are inspected for availability, completeness, compliance with GOST and standards. In some cases, control tests are carried out, the implementation of which is entrusted to accredited laboratories. If discrepancies are found, products, their parts are replaced or agreed with the designer for the possibility of use. Until the issue is resolved, the use of non-conforming materials should be suspended.

THE TASK TO BE SOLVED IS TO ENSURE AN UNINTERRUPTED PROCESS OF CONSTRUCTION, QUALITY CHECK, SURVEY OF VOLUME, PAYMENT FOR QUALITY PERFORMED WORKS, COMPLETE A PACKAGE OF EXECUTIVE DOCUMENTATION FOR THE SUBSEQUENT TRANSFER TO THE CUSTOMER AFTER INTRODUCTION AND THE OBJECT INTO OPERATION.
